2M Associates provided Project Monitoring Services for Heritage Lottery Fund for the Divis and Blackmountain Project  

As Project Monitors 2M Associates undertook reviews of the projects at pre-determined intervals and reported upon:

  • Progress of all relevant Project activities against the programme
  • Project Expenditure(actual/forecast) against the budget
  • Proposed and actual changes to the project and the likely effects
  • Any contractual arrangements or claims affecting the project
  • Applications for project finance drawdown
  • Recommendations for action by the funder/monitor.

The award winning Divis and Blackmountain Project is unique in its conception, dimension and success. The National Trust with the help of the Heritage Lottery Fund and the Environmental Heritage Service decided to purchase this area of the Belfast Hills from the Ministry of Defence.

The Project had four main objectives

  1. To conserve the high landscape value and strategic location of the mountain
  2. To provide access to a significant new public resource
  3. To extend the potential for habitat management and protect extensive blocks of ASSI quality health and upland grass.
  4. To establish a flagship community outreach strategy for access, lifelong learning and community reconciliation.

The project is relevant to heritage in 6 key areas: Landscape value, biodiversity value, access to countryside, archaeology, farming practices, community engagement

The scale of the site is enormous:

  1. Pathways – 4 Kilometres
  2. Height of Divis – 1500 ft
  3. Archaeology – There are several megalithic tombs, raths and prehistoric settlements, flint workings, cairns and standing stones
  4. Clean Up removal of waste accumulated over years of neglect – 1500 car tyres, 11 burnt out cars, tonnes builders waste and every type of house hold waste
  5. Building Projects – Conversation of former dwelling house to volunteer accommodation and offices. Farm outbuildings to stores, reception offices and toilets for the public and the conversation of the Divis Lodge to an education and outreach centre.
