This £7.2M scheme involved the restoration of a Grade II listed building which dated back to 1873. The project preserved the exterior façade of the building and also provided an additional 900m2 of accommodation through the provision of a modern extension.

The new building includes a performance area, a dance studio and 10 other activity rooms of various sizes, enabling greater use by community organisations. It also comprises the reconfiguration of existing rooms, including a café area on the ground floor of the original building, the installation of a lift and other work to comply with DDA requirements.

2M Associates Ltd were appointed by the Heritage Lottery Fund, Belfast Office to provide Project Monitoring services, undertaking reviews of the project at pre-determined intervals and reporting on:

  • Progress of all relevant Project activities against the programme
  • Project Expenditure (actual / forecast against budget)
  • Proposed and Actual changes to the project and their likely effect / impact on the approved purposes
  • Any contractual arrangements or claims affecting the project
  • Applications for project finance drawdown
  • Recommendations for action by the funder / monitor

We also attended Quarterly Project Board Meetings as the HLF representative, liased with the HLF Project Officer on current issues and provided advice / guidance to the Crescent Arts Centre project team on HLF procedural issues.

At all times we ensured that the project was on track to deliver on its approved purposes; that the risks to the HLF were fully understood and managed; that best practice was achieved at all times and that the financial and project management was sound and transparent.
